Menteri Kesehatan Budi Gunadi Sadikin mengungkapkan rencana pengembangan Koperasi Desa/Kelurahan Merah Putih (Kopdes Merah Putih) yang turut menyasar sektor kesehatan. Dalam rencana tersebut, klinik dan apotek menjadi bagian dari unit usaha yang berpotensi dikembangkan untuk memperluas akses layanan kesehatan masyarakat. Angka 54 ribu klinik hingga apotek menjadi sorotan karena rencana ini berpotensi memengaruhi peta layanan kesehatan primer di Indonesia. Namun, angka tersebut perlu dipahami sesuai konteks pernyataan sumber, termasuk apakah merujuk pada fasilitas yang sudah ada, fasilitas yang akan diajak bekerja sama, atau target integrasi ke dalam ekosistem koperasi. Rencana tersebut sebelumnya disampaikan Budi pada April 2025. Sebanyak 54.000 unit yang dimaksud mencakup puskesmas pembantu (Pustu) dan pos kesehatan desa (Poskesdes) yang direncanakan terintegrasi dalam satu sistem bersama Kopdes Merah Putih, bukan berarti seluruh fasilitas tersebut langsung berubah menjadi klinik atau apotek komersial.
