Disagree highly with this statement made. Miami Broward has one of the best Jouvert in North America. If you pay as a spectator, you have access to where the bands are For Jouvert. Not quite sure what is the difference between drinking alcohol and a park with paint and spectators being able to access you. As opposed to drinking alcohol in a park where Masqueraders can access you

Miami Carnaval is the most expensive carnaval. You have to pay to be a spectator.
