#Texas State Rep. #BrianHarrison (R-Midlothian) called on outgoing Governor #GregAbbott on November 4, 2026, to convene a special legislative session to strip the governor’s office of its sweeping emergency powers before #Democrat #GinaHinojosa takes office on January 19, 2027.

Following the November 2026 gubernatorial election—in which Democratic State Rep. Gina Hinojosa defeated incumbent Governor Greg Abbott—Texas Republicans are pushing to limit executive authorities while they still control the state government.

Rep. Harrison urged Abbott to immediately call a special legislative session during the remaining 10 weeks of the transition period. Under the Texas Constitution, only the governor has the authority to convene a special session and designate its specific policy topics.

Harrison argued that current Texas statutes grant the governor unchecked emergency powers that could theoretically allow an administration to alter laws without a legislative vote. He explicitly raised concerns that these executive tools could be utilized by the incoming administration to unilaterally change state rules regarding abortion, energy policy, and gun control.

In a statement shared on social media and broadcasted media, Harrison stated, “No governor, Republican or Democrat, should be able to circumvent the legislature to write and enforce laws,” while warning that failure to act would allow Hinojosa to inherit the sweeping authorities.
