Historically, "Roman Catholic" became popular as a polemical label, especially in English-speaking Protestant countries after the Reformation. Anglicans in particular used it to imply that Catholics were merely the church of Rome, rather than the universal (catholic) Church.
The implication was essentially: "You're not the Catholic Church. You're just the Roman branch." Catholics often accepted the term in ordinary conversation because it distinguished them from Anglicans, Lutherans, and later Old Catholics, but it has never been the Church's formal name.

There are the eastern catholic churches, which are in communion with the roman catholic church; That is why it is called the Roman catholic (the Latin speaking churches in the western roman empire, after the empire split)
