To: [email protected] Respected Sir/Madam, I am writing as a concerned Indian citizen to formally express my strong objection to the Draft Prevention of Cruelty to Animals (Control and Supervision of Experiment, Breeding and Trading of Laboratory Animals) Rules, 2026. Animals are living, sentient beings. They experience pain, fear and distress, and deserve protection and compassionate treatment. I am deeply concerned about the proposed provisions, particularly: 1. The severity-based classification of experiments, which could permit animals to undergo procedures involving significant pain and suffering. 2. Delegating approvals for certain experiments to Institutional Animal Ethics Committees (IAECs), which raises concerns about independent supervision and accountability. 3. Provisions concerning animal sourcing, which could increase the risk of animals being taken from unsafe or unregulated sources. 4. The possibility of weakening existing safeguards intended to protect animals used in laboratories. I strongly believe that scientific progress should not come at the cost of unnecessary animal suffering. I respectfully request the Government to: - Withdraw the proposed draft rules and reconsider their provisions. - Strengthen independent monitoring and accountability. - Prohibit the use of stray, community, rescued and wild animals in laboratory experiments. - Ensure strict restrictions on experiments involving severe pain and distress. - Promote non-animal research methods and modern alternatives. - Give animal welfare and protection the highest priority. Animals cannot speak for themselves or raise objections to these proposed rules. We, as citizens, have a responsibility to ensure their welfare and protection. Please consider my objection seriously and ensure that stronger animal protection measures are maintained. I request an acknowledgement of this representation.
