Florida did what Texas only talked about. CAIR-Florida suspended its operations indefinitely, posting a neon sign on its Temple Terrace office, open for more than 20 years, blaming DeSantis and the state’s new domestic terror laws. On September 29 DeSantis and the Cabinet designated more than 90 groups, CAIR among them, under HB 1471, signed April 6 and in effect since July 1. The designation takes effect November 5. Donations from Florida are already cut off. Students who affiliate risk expulsion from state colleges. A group that operated openly for two decades is closing its doors because the state made the label mean something.

Texas had the same paper and a different result. Abbott designated CAIR and the Muslim Brotherhood as foreign terrorist organizations in 2025, and CAIR’s political arm still picked its preferred candidate for governor, Gina Hinojosa, who won. The 402-acre Meadow development outside Plano kept moving. The designations in Texas never shut a single office. Florida’s did, because DeSantis followed the designation with enforcement: notices, penalties, and a deadline with teeth.

That is the difference between a proclamation and a policy. A label nobody enforces is a press release. Florida turned its label into a shutdown, and the group said so itself on its own window. Texas had a Republican trifecta through Abbott’s entire tenure and used it to issue designations it never enforced while the groups it designated kept operating, kept endorsing, and kept winning. DeSantis showed what the power is for. Abbott showed what it looks like when it is never used.
