i had the same when i moved in to my house. there is a small black remote that changes colour to non flashing white light.

They are possibly smart lights and that's what they have defaulted to as they don't have an internet connection

Omg I had a flashing disco light for my stairs in my place!! I have chronic migraine so literally just didn’t ever turn it on until I could get it changed. Who needs flashing colourful lights in a bedroom or a stairway 🤯
