A CPL stops 1 2/3 EV. If you fail to adjust exposure when adding the CPL you get an underxposed photo such as the last image.

your second image white balance is so off, which is why the first and the third image look more "right"

Use the 85 b filter for midday/early evenings. Sunsets like this your good to leave the filter off because then it comes out too orange
