The Department of Homeland Security has mounted an extraordinary campaign to hunt for illegal voters. But the crusade has so far resulted in the Trump administration charging only about 236 people, a minuscule share of the more than 158 million ballots cast in the 2024 election. State audits and studies have repeatedly found that noncitizen voting is extremely rare in the U.S., and there have been no instances in which their votes are known to have swayed an election. In the process, some noncitizens have been caught up in a disorienting and often demeaning experience: Taken by federal agents from their homes, or ordered to turn themselves in. Portrayed as criminals by the country many of them are trying to become citizens of, with their names and faces circulating online.
