Google Play has explained why Nepali app and game developers cannot access Google Play merchant registration in Nepal. According to Google’s developer support team, Nepal’s foreign exchange controls and rules on international digital payments create legal and technical problems for Google to process payments, refunds, and international transactions.

The issue means Nepali Android developers have mainly had to depend on advertising income, while paid apps, subscriptions and in-app purchases remain difficult to operate through Google Play. The response came after Prime Minister Balendra Shah raised the issue and pledged policy support for Nepal’s IT and gaming sector.

Google said its payment system would need to comply with Nepal Rastra Bank’s licensing and foreign exchange rules. Developers are now calling for changes to make it easier for Nepali digital companies to receive international payments legally and bring their earnings into Nepal.
