The Commission on Human Rights (CHR), together with the Philippine Alliance of Human Rights Advocates, held “The People’s Side of ASEAN: Southeast Asian Human Rights Realities to the Regional Table” on 26 October 2026 at the CHR Central Office in Quezon City.

In his remarks, CHR Chairperson Richard P. Palpal-latoc underscored the need for stronger, coordinated protection for human rights defenders and affected communities. He noted gaps, such as delayed responses, weak inter-agency coordination, and uneven access to human rights services, and shared that the CHR is developing a National Protection Mechanism with early warning, rapid response, and victim support and referral components.

The dialogue brought together civil society participants from across Southeast Asia to discuss human rights protection, accountability, civic space, and transitional justice. It also invited participants to identify shared concerns and areas for regional cooperation, including through the Southeast Asia National Human Rights Institution Forum, which the CHR is set to chair next year.
