2 days agoMail :- [email protected] To: The Secretary, Department of Animal Husbandry and Dairying Through: Member Secretary, CCSEA Dear Sir/Madam, I strongly object to the Draft PCA (Laboratory Animals) Rules, 2026. Where animals come from matters as much as what is done to them. The draft does not require a verifiable chain of custody, and it does not prevent community animals, rescued animals and shelter animals from being used for experimentation. Both omissions must be addressed before the rules are notified. The draft also leaves ethical approval with the institutions themselves rather than an independent body, makes replacement by non-animal methods optional in practice, and remains silent on biosecurity. The rules must strictly uphold Section 17 of the Prevention of Cruelty to Animals Act, 1960, and Article 51A(g) of the Constitution of India. I respectfully request the government to withdraw the current draft and revise it with stronger safeguards for laboratory animals. Please also formally record my objection. Your faithfully (Apka name) Location: Delhi india
