A person wearing an enormous trench coat arrived at a community meeting pushing 14 barrels of water and offering absolutely no explanation. Naturally, everyone had questions. Instead of answering them, the person simply gave a confident thumbs up and stood there smiling as though that cleared everything up. Oddly enough, it seemed to. People began nodding back, assuming there must be a perfectly reasonable plan that only highly organized water professionals could understand. As the day went on, the barrels remained untouched, the trench coat continued looking mysteriously important, and the thumbs-up became the town’s unofficial method of communication. Need directions? Thumbs up. Concerned about the barrels? Thumbs up. Wondering why a trench coat was involved at all? Extra enthusiastic thumbs up. By sunset, nobody knew what had been accomplished, but everyone agreed it felt remarkably successful, and the 14 barrels of water were credited with boosting community morale despite doing absolutely nothing.
