A New Brunswick seafood company, Bolero Shellfish Processing Inc., has been banned for 10 years and fined the maximum penalty possible for violating the rules of Canada’s Temporary Foreign Worker (TFW) Program. This marks the largest fine ever issued by Employment and Social Development Canada (ESDC), a serious wake-up call for employers who think they can cut corners at the expense of foreign workers. And Bolero isn’t the only one. In the 2024–2025 fiscal year, ESDC: - Conducted 1,435 employer inspections - Found 10% of them non-compliant - Collected $4.9 million in fines, more than double the $2.1M from the year before - Banned 36 employers, a threefold increase from 2023–24 Under the law, any employer hiring temporary foreign workers must provide safe, healthy, and dignified working conditions.
