18 October 2022 marked the beginning of a new chapter in the Chechen political struggle.

Thanks to the Verkhovna Rada of Ukraine’s resolution recognising the Russian occupation of Chechnya, the collaboration between the Ukrainian Parliament and the Chechen national liberation movement «United Force» began, enabling us to become the first Chechen delegation to consistently raise the Chechen question on the international political stage.

Here is the letter I sent to the Chairman of the Verkhovna Rada and Ukrainian parliamentarians to thank them on the fourth anniversary of this historic resolution and to remind them of all the achievements our movement has made on the international political stage over the past four years, thanks to their support.

Djamboulat Souleimanov, leader of the Chechen national liberation movement “United Force” and Special Representative of the Free Nations Group at the Parliamentary Assembly of the Council of Europe (PACE), and Vyacheslav Bodrov, representative of the Free Nations Group at PACE and representative of Germans from the post-Soviet space, gave an interview to RFI Ukrainian. 🎤

“This is the greatest diplomatic success since the time of Dzhokhar Dudayev”, says Djamboulat Souleimanov, referring to the PACE Written Declaration on “The need to support the efforts of the Chechen Republic of Ichkeria to achieve full national independence”, signed by 21 deputies from five European delegations and the Ukrainian delegation. 💯

In the carousel, I’m sharing an English translation of the interview. 👆

For the very first time, thanks to the efforts of the Chechen national liberation movement “United Force”, the historic victory of the Chechen people on August 6, 1996, was brought to the international stage, with the participation of prominent political figures — members of the Swedish and Ukrainian Parliaments, an American expert, doctors of sciences, and many other prominent figures.

“The Chechen victory in 1996 was not only Chechen. It belongs to every people who still fights for the right to exist”, said Markus Wiechel at the conference in Nice on August 6, held to mark the 30th anniversary of this incredible victory.

In his words: “A people with almost nothing defeated a state that possessed everything, because will proved stronger than steel. … they taught the world a lesson: Russia can be defeated.”

Let me remind you that our movement, “United Force”, which organized the conference in Nice on August 6, has been working closely with Markus Wiechel, head of the Swedish delegation to the Parliamentary Assembly of the Council of Europe (PACE), for more than a year. As a result of this cooperation, the Swedish politician has taken an active position on the issue of Chechnya.

In his speech at the conference, he noted:
“I have had the privilege of carrying this truth into the political arena in the Swedish Parliament and on various international platforms, not least the Parliamentary Assembly of the Council of Europe.
I have pushed for the recognition and condemnation of the ongoing occupation of the Chechen Republic of Ichkeria.”

I invite you to read my article, “When the Chechens Shattered the Myth of Russian Invincibility”, published by the Research Centre for Crime and Armed Conflicts on August 6, 2026, marking the 30th anniversary of the historic Chechen victory over Russian aggression. It is the clearest example of modern asymmetric warfare.

“We highly value our cooperation with the Ukrainian delegation to PACE, headed by Maria Mezentseva; the support of Member of Parliament of Ukraine Yuriy Kamelchuk, who accompanies the work of this group; as well as the activities of the Temporary Special Commission of the Verkhovna Rada of Ukraine on Cooperation with National Liberation Movements, where we engage through the support of Member of Parliament of Ukraine Tamila Tasheva.

Of particular importance is also the Verkhovna Rada of Ukraine’s inter-factional parliamentary association “Free Ichkeria”, led by Oleksandr Merezhko, which has become an important political act of support for the Chechen people and for all peoples resisting colonialism.

On behalf of all members of the Working Group we established within PACE, representing various colonized peoples, I would like to express my sincere gratitude to Ukraine.

Today, Ukraine is defending not only its own independence. It has become a state that, for the first time, is creating genuine international mechanisms to advance the right of oppressed peoples to self-determination.

That is why Ukraine has become a source of hope for millions of people who continue their struggle for freedom.”

My name is Fatima Souleimanova, and I speak as the spokesperson of the Chechen movement « United Force », which advocates for the human rights of the Chechen people and the indigenous and colonised peoples of the Russian Federation.

This meeting on preventing torture and ill-treatment is directly relevant to a pattern of protection failures affecting Chechen asylum seekers and political opponents of the Russian authorities.

In practice, there are documented cases in which Chechen refugees have been extradited or returned to the Russian Federation, where they face a serious risk of arbitrary detention and torture. They are also subjected to indirect forms of pressure, including retaliation against family members and forced mobilisation. Such cases also concern other refugees from the national republics.

These risks must be understood in the broader context of the continuing Russian occupation of Chechnya, which has created conditions in which serious human rights violations, including torture and ill-treatment, continue with impunity.

Despite two devastating wars, the continuing occupation of Chechnya, and persistent serious human rights violations, European systems often reduce Chechen applicants to inherited Russian narratives and stereotypes rather than assessing the political nature of their protection claims.

In this regard, I call on participating States to recognise the severe restrictions on fundamental freedoms and the systematic repression carried out by the Russian occupation regime in Chechnya, as well as in other regions, and to strengthen safeguards in extradition and deportation procedures, ensuring that refugees from Chechnya and other colonised republics who have reported these violations are not returned to the Russian Federation.
