Bringing voices of marginalised communities into climate and sustainability conversations

POSTS STORIES REELS

A shift to clean energy is important. But is that enough to make the transition fair?

Who gets to benefit from new opportunities? What happens to workers and communities whose livelihoods are affected? And who gets a say in the decisions shaping this shift?

These are some of the questions we need to ask when we talk about a Just Transition.

At COP31 in Antalya, we are bringing together perspectives on Just Transition, Loss and Damage, and the Built Environment to explore how climate finance can do more than support emissions reduction.

What gets financed? Who benefits? Who decides?

These questions are at the heart of climate finance.
At COP31, we are bringing together perspectives on Just Transition, Loss & Damage and the Built Environment to explore how climate finance can support fairer, more inclusive and locally driven climate action.

The conversation builds on the Asian policy paper Reforming Climate Finance for Local Action in Asia and the accompanying Open Call from Asia, connecting calls for policy reform with practical low-carbon solutions.

What would it take to make climate finance work locally?

Not simply more finance, but changes in who can access it, who sets the priorities and who controls how it is used.

The Open Call from Asia proposes seven reforms for more accessible, accountable and locally governed climate finance.

Swipe through the seven priorities, then add your organisation’s voice to the call for change.

Local organisations are already responding to floods, heat, drought, water insecurity and other climate impacts.

But accessing climate finance remains difficult.

Complicated applications, accreditation rules, co-financing requirements and unfunded preparation costs can keep locally rooted organisations outside the system. Even when funding reaches them, they may have little say over priorities, budgets or how the money is used.

Climate finance should support local action, not stand in its way.

The Open Call from Asia calls for climate finance that is more accessible, accountable and locally governed.

Good conversations leave you with more questions to think about.

Our Pre-COP31 Dialogue in Pune, From Global Commitments to Local Realities, brought together panellists, young people and an engaged audience for an evening of conversations on climate action.

From thoughtful perspectives shared on the panel to interesting questions from the audience, the evening was full of ideas, reflections and exchanges on what it takes to connect global commitments with the realities of climate action on the ground.

The conversation featured Dr Priyadarshini Karve, Dr Vinita Apte, Dr Gurudas Nulkar, Dulari Parmar, Mahesh Lade and Madhura Joshi, with Myron Mendes as moderator.

Swipe through to read some of their reflections.

As we look towards COP31, we want to hear from you, too! If you could take one question about climate action to COP31, what would you ask? Drop it in the comments.

The dialogue was jointly convened by @ineccindia Foundation, TERRE Policy Centre, @officialyuva, CSD-GIPE, E3G and SCINDeA.

Most people affected by COP31 decisions will never attend a COP.

But those decisions can influence the finance, policies, technology and climate action that reach their communities.

At the same time, local experience tells us what is working, who is being reached and who may still be left out.

The climate conversation must therefore move in both directions: bringing global commitments closer to people while taking local realities into global decision-making.

What will countries discuss at COP31?

From reducing emissions and adapting to climate impacts to finance, technology and Loss and Damage, COP31 will address decisions that can shape climate action around the world.

But what could these decisions mean for India, our cities, livelihoods and communities?

South Asia Speaks | One Region. One Future.

Across South Asia, communities are already creating solutions.

The challenge is ensuring these solutions are recognised, shared and replicated.
Myron Mendes reminds us that resilient communities are not beneficiaries—they are partners in shaping adaptation.

Coastal economies are changing, bringing new opportunities for livelihoods, investment and climate resilience. But there’s an important question alongside this growth: who gets to shape these investments, and who benefits from them?

At INECC, we’re exploring these questions through our work with @dpworld, Avana Logistek, Mundra Port Trust and IRDWSI, with @climacrewseaweeds as the technical partner. We’re looking at what it can mean to bring the experiences and knowledge of coastal communities into these conversations from the start.

Because building resilient coastal economies is also about supporting livelihoods, protecting the ecosystems communities depend on, and creating opportunities that work locally.

What could more people-centred investment in coastal economies look like?

We have more ways than ever to understand climate risk.

Climate models, satellite imagery and risk assessments can show us where risks are emerging and how they may change. But they cannot always tell us what those changes mean in people’s everyday lives.

A drying well. Changing fishing conditions. Crops that no longer grow as they used to.

The people living through these changes also know what has been tried, what has worked, what has failed and what could work next. Much of that knowledge may never make it into a dataset.

At INECC, we see this as an important part of how we think about climate finance. The way we understand risk influences what we prioritise, whose needs are recognised and where resources are directed.

Bringing data and local knowledge together can help us move towards climate intelligence that is more grounded in lived realities and financing for climate action that responds to locally identified priorities.

How can local knowledge become a more meaningful part of climate intelligence and climate finance decision-making?
