Dr. Govinda KC has refused to hold talks with the government-appointed negotiation team, demanding a politically authorised team led by representatives empowered by the Education Minister or Prime Minister.

He has also insisted that previous agreements with the government must be implemented before any new talks begin.

KC is currently receiving treatment at Tribhuvan University Teaching Hospital after being airlifted to Kathmandu from Ilam, where he began his 25th hunger strike. He has raised six demands related to medical education and healthcare reforms.

Government spokesperson Sasmita Pokhrel claimed that the decision to change the IGP’s responsibility was made following instructions from the party.

However, RSP spokesperson Jagadish Kharel denied the claim, saying the party had never instructed the government to remove or appoint anyone to the position.

Kharel clarified that the party’s Saturday meeting had only directed an investigation into police action against journalists at media offices, not the removal of the IGP.

The Cabinet on Wednesday appointed AIG Manoj KC as the new Nepal Police Chief, replacing Dan Bahadur Karki, who has been assigned as the Chief Security Adviser to Prime Minister Balendra Shah.

Speaking to journalists after Wednesday’s Cabinet meeting, government spokesperson Sasmit Pokharel said the decision to replace IGP Dan Bahadur Karki was a change in responsibility, not disciplinary action.

The Cabinet appointed AIG Dr. Manoj KC as the new Inspector General of Nepal Police, replacing Karki.

Responding to questions about whether Karki was removed as punishment, Pokharel clarified that Karki would now serve as the Prime Minister’s Security Advisor, focusing on peace and security matters.

He also said the government had received instructions and concerns from various quarters, including the Rastriya Swatantra Party (RSP), regarding the need for action on sensitive security matters. He added that Karki’s new role as Security Advisor was also a sensitive responsibility.
