The rise in America's prison population began accelerating in the 1970s and continued through the 1980s and 1990s.

President Richard Nixon declared the War on Drugs in 1971, while subsequent administrations expanded enforcement and introduced tougher sentencing laws. The 1984 Sentencing Reform Act abolished parole in the federal system, and later laws introduced mandatory minimum sentences and harsher penalties for repeat offenders.

By 2008, approximately 2.3 million Americans were incarcerated, nearly five times the 1980 figure. The increase was driven largely by sentencing policies, not simply rising crime rates.

By 2008, more than 1 in every 100 American adults was behind bars, placing the United States among the countries with the highest incarceration rates in the world.
