France is pressing for a credible electoral process in Haiti after transitional authorities removed requirements that had made it harder for individuals under sanctions from the European Union, Canada, and the United States, as well as people owing money to the government, to seek office.

The changes came in a third revision of the electoral decree, published in early October 2026 by the office of Prime Minister Alix Didier Fils-Aimé. Under the previous rules, candidates had to submit a certificate from the Banque de la République d’Haïti (Haiti’s central bank) confirming they were not insolvent debtors, bankrupt, or barred from using checkbooks. That requirement functioned as a practical barrier for people who had lost access to banking services because of bilateral sanctions. It has been eliminated.

The revised decree also loosens financial standards for future lawmakers and the next president. Candidates no longer need to prove they paid taxes every year for the past five years or show they have no outstanding debt to the national pension fund (ONA). They now only need to demonstrate current tax compliance. Certificates related to debts with the Industrial Development Fund were also dropped.

The decree continues to bar individuals sanctioned by the United Nations Security Council from running for president, Parliament, or local offices. The UN list primarily includes gang leaders, along with one former lawmaker. It does not automatically disqualify those sanctioned only by individual governments or the European Union.

On October 8, French Ambassador Gautier Lekens met with Prime Minister Fils-Aimé. Lekens said he reaffirmed France’s commitment to “a credible electoral process that allows Haitians to freely choose their leaders, with candidates who meet the integrity standards essential for a free and democratic election.” He added that Haiti’s future president “must be able to represent the country with dignity, defend its interests, and act in the best interests of its people both within Haiti and on the international stage.”

Republicans are ramping up efforts to hold on to Sen. Roger Marshall’s seat as Democrat Adam Hamilton, a pastor, is challenging him. CNN’s Manu Raju traveled to Kansas to speak with both candidates about the race and what’s at stake.

Gramps Getaway on Virginia Key has become something of a campaign headquarters in a fight over the future of Rickenbacker Marina. Owner Adam Gersten is one of the leading voices in the opposition of a November referendum that would let a new group of developers lease and redevelop about 28 acres of city-owned land, including two marinas, under a deal that would last at least 45 years.

At the heart of the dispute: whether the deal is a good use of public land — and who benefits from it. The developers, Suntex Marinas and RCI Marine Group, promise to invest $80 million in marina upgrades, improve public access and add waterfront restaurants and retail.

Gersten and other opponents argue the deal, which is from 2017, is outdated and would give the developers a long-term lease on valuable public waterfront under terms they consider unfavorable to the city.

They also question whether Gramps could survive the redevelopment, even though the developers say the bar could stay.
