Canada’s Foreign Affairs Minister Anita Anand warned the United Nations General Assembly on Saturday that the global order is undergoing a major rupture, as major powers turn away from economic integration and cooperation.

“Great powers want the rest of us to accept what we are offered,” Anand said in her address, arguing that countries such as Canada need greater flexibility in deciding their economic and diplomatic relationships.

“The tide has turned in the global order,” she said, describing the current period as a “rupture, not a transition.”

Anand said Canada’s response would be to pursue greater “strategic autonomy” by reducing its reliance on any single partner and expanding its economic and diplomatic relationships with other countries.

“Canada’s goal is to achieve greater, strategic autonomy,” she said.

She also warned that state sovereignty, a principle at the heart of the UN Charter, is increasingly being treated “with disdain.”

Anand’s remarks come as Canada seeks to strengthen ties with partners beyond its traditional relationships. The federal government has identified strengthening international partnerships and advancing Canada’s sovereignty, security and economic prosperity as priorities during the UN General Assembly.

Her address also comes amid broader concerns at the UN about weakening multilateral cooperation and growing geopolitical divisions. UN Secretary-General António Guterres has warned that the world is moving toward greater fragmentation while calling for stronger international cooperation.
