The Cockroach Janta Party’s protest against Chief Election Commissioner Gyanesh Kumar began at Mumbai’s Shivaji Park on Friday, October 2, despite police having earlier denied permission for the demonstration.

Supporters of the youth-led movement and members of several civil society groups began gathering at the venue through the afternoon, while a heavy police presence was deployed around Shivaji Park. The area was also placed under traffic and parking restrictions as authorities prepared for a larger turnout.

The CJP has launched what it calls a “Jail Bharo Andolan”, demanding Kumar’s resignation over the ongoing controversy surrounding the Special Intensive Revision, or SIR, of electoral rolls. The group has alleged that the revision process has resulted in eligible voters being removed from electoral rolls and has demanded criminal action against the Chief Election Commissioner.

The Election Commission has rejected allegations that the exercise is politically motivated, maintaining that the verification drive is aimed at removing duplicate, deceased and otherwise ineligible voters from the rolls.

Mumbai Police had refused permission for the Shivaji Park protest days earlier, citing a 2013 Bombay High Court order under which the ground is primarily meant for sporting activities. Police also raised concerns over noise, traffic congestion and access to nearby hospitals, and had asked organisers to look for an alternative venue. CJP founder Abhijeet Dipke, however, announced that the agitation would go ahead at Shivaji Park.

The controversy intensified after an Indian Express investigation reported that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had raised objections on multiple occasions over decisions concerning voter-list revisions, registration procedures and Election Commission systems. The Election Commission has said differences of opinion are a normal part of internal deliberations.
