Access to education is a human right.
Yet in many prisons around the world, learning stops at the cell door.

Technology is changing that.

In many facilities, people in custody spend up to 22 hours a day locked in their cells. That’s time that could - and should - be used for something more purposeful.

The use of secure tablets inside prisons is providing access to literacy programs, vocational training, and self-guided education. These tools aren't luxuries, but essential for reintegration in 2025.

Research from the European Prison Education Association and studies across the UK, Australia, and the US show that digital access increases course completion, reduces idle time, and improves self-regulation. When used effectively, tech-driven learning reduces reoffending and supports people to build a future on the outside.

The Raphael Rowe Foundation supports responsible, human rights-based use of in-cell technology. Because no one should be left behind a digital divide - especially when the tools for change are within reach.
