Saudi Arabia is aiming for a skyline unlike anything the world has seen. Rise Tower, a proposed skyscraper in northern Riyadh, could reach an extraordinary 2 kilometres into the sky—more than twice the height of Dubai’s 828-metre Burj Khalifa.
