Reagan said this on November 26, 1988, just days after Canada’s federal election, which had been fought heavily over the new U.S.–Canada Free Trade Agreement. Canadian Prime Minister Brian Mulroney supported the deal and won reelection, while opponents warned it could make Canada too economically dependent on the United States. Reagan used the result to make a broader argument against protectionism. He said trade should not be treated like warfare and argued that commercial ties between allied countries strengthened both prosperity and national security. The quote in the image comes from that speech, where he warned against politicians using nationalism to justify trade barriers. The timing is important: Reagan was speaking near the end of his presidency, after years of pushing lower trade barriers and closer economic integration with Canada. The agreement took effect in 1989 and later became one of the foundations for NAFTA in 1994.
