What if we had decision making power in all the companies we depend on for survival? Spains asking the right question -- why is this constitutional promise of a voice and ownership in our economy not being enforced through legislation?

This is nothing new. It has been in practice in all communist countries in Europe after World War II and ended in the way that all those companies fell behind the western counterparts. So in the contents of today if somehow be mandated for innovative, large companies that push innovation forward they were for sure be destroyed by this way of governing so in the end, China that don’t have this kind of law would prevail

Minimum per employee of 2% total equity? So spanish companies can only have 50 employees at absolute maximum?

Spanish constitution article 129: (1) The law shall establish the forms of participation of the persons concerned in Social Security and in the activities of those public bodies whose operation directly affects quality of life or general welfare. (2) The public authorities shall efficiently promote the various forms of participation in the enterprise and shall encourage cooperative societies by means of appropriate legislation. They shall also establish means to facilitate access by workers to ownership of the means of production It doesn't say that workers get voice and ownership of the companies they work for, but that they should facilitate workers being able to buy and own means of production, lastly, the government which is invaded by leftist socialists are gonna use this and interpret it to push their socialist nonsense, in fact that article doesn't say anything about what those lawyers said, nowhere does it says "if over 1000 employees, they should have 50% seats" and so on.
