The states where the data leaks occurred and the party ruling the states is also important..psc exams are state level exams..the orange bar and blue bar is misleading in the main data sheet you have shown..care to mention state wise data and accountability and corrective measures taken by them too

What is purpose of choosing dataset in two groups of years? State govt and central govt are different. In democracy power is decentralized and there are several education ministers. Moreover between internet revolution can be major factor of increase in leaks as transfer of information is extremely fast. Before 2012 android phones were not popular and not widely use by mass. After 2016 internet became cheap and almost every single person have phones. So this things must be taken into account.
