The Dunning-Kruger effect is real with people who are making these claims.

Vast majority of the time you will need a surplus to grow and to fuel progressive training, not a huge surplus, but 200-300 cals is a safe bet for most

You also need to be training hard, movements pushed to failure or extremely close..

Let’s not say one is more important than the other, nonsense.
