Most state law requires the arresting officer to bring the arrestee directly before a magistrate. It's specifically designed to be a judicial check over executive power, ensuring that only the judge has committing power to the jail. There are circumstances which allow to bring them in for processing and booking, but the turning point is whether the arrest affidavit has been completed. If it has, and the accused requests it, bringing them before a magistrate becomes "sine qua non." That's why arrest warrants don't read "bring him to the jail to wait for me at my own convenience." They instruct the officer in all capital letters "BRING HIM BEFORE ME." They are lawfully required to say that. Because that's what they're lawfully required to do.
