American Matthew VanDyke and six Ukrainians were arrested by NIA in March 2026 for allegedly entering India via Assam-Mizoram and going to Victoria Camp in Myanmar to train ethnic armed groups in drone warfare. NIA claimed some groups have links to Northeast insurgents. They were first booked under UAPA, but in September chargesheet NIA invoked Immigration and Foreigners Act instead, saying UAPA probe is still on. FRRO compounded the offence with Rs 5.5 lakh fine each. Now a Delhi NIA court granted them default bail and allowed them to travel to US and Ukraine for one month to meet family. The court said right to travel abroad is part of Article 21 and NIA doesn’t need their physical presence now.
