Система внедрена в регионе для развития инфраструктуры оповещения о чрезвычайных ситуациях и других возможных угрозах. Mass Alert предназначена для оперативной передачи предупреждающих сообщений на мобильные устройства. Для этого используется технология Cell Broadcast, которая позволяет рассылать уведомления на мобильные телефоны в пределах определённой территории. Жителей области просят сохранять спокойствие: тестовое оповещение не является сигналом о реальной чрезвычайной ситуации.
