Singapura memiliki aturan Transboundary Haze Pollution Act sejak 2014, yang memungkinkan penindakan terhadap perusahaan penyebab pencemaran udara lintas batas, termasuk jika kegiatan perusahaan berlangsung di luar Singapura. Wacana tersebut muncul ketika kualitas udara Singapura semakin memburuk, dengan pembacaan PM2.5 per jam di wilayah barat mencapai 288 pada Rabu (14/10/2026) pukul 15.00, tertinggi yang dilaporkan sejak 2015.
Kabut asap yang semakin pekat membuat seluruh wilayah Singapura mencatat Indeks Standar Pencemar (PSI) 24 jam dalam kategori tidak sehat. Meski mempertimbangkan jalur hukum, Grace Fu tetap berharap Indonesia mampu mengendalikan karhutla di tengah kondisi cuaca kering akibat El Nino. Singapura juga menyatakan tawaran bantuannya masih terbuka dan siap menyesuaikan dukungan dengan kebutuhan pemerintah Indonesia. Fu berharap target pemadaman kebakaran dalam waktu satu bulan dapat tercapai, sekaligus menantikan pembahasan persoalan kabut asap bersama negara-negara ASEAN.
