Stockton Police Deputy Police Chief Anabel Morris addresses concerns to the city council. In her statements she reiterated that Stockton PD does NOT work with Immigration Customs Enforcement (ICE) and is not allowed to per California law SB 54. Morris is the first female police officer of Mexican descent to ever be promoted to the rank of Deputy Chief for Stockton PD. The discussion came as the council voted on agenda item: 26-1097 APPROVE RESOLUTION ACCEPTING GRANT FUNDING FROM THE OFFICE OF COMMUNITY ORIENTED POLICING TECHNOLOGY AND EQUIPMENT GRANT FOR THE COMBATTING CRIME IN REAL TIME PROGRAM IN THE AMOUNT OF $1,000,000 The council voted on the following motion: “Approve Resolution 2026-10-13-0609 Authorizing the City Manager, or designee, to accept an Office of Community Oriented Policing Services (COPS) Grant award allocation from the United States Department of Justice in the amount of $1,000,000; and Authorizing the City Manager, or designee, to execute all grant award documents as required by the United States Department of Justice and accept applicable terms and conditions; and Amending the Fiscal Year 2026-27 Annual Budget to increase the Police Grants & Special Programs revenue and expenditure appropriation by $1,000,000; and Authorizing the City Manager, or designee, to take appropriate and necessary actions to carry out the purpose and intent of this resolution. Moved by: Michele Padilla, seconded by Christina Fugazi. Vote: Motion carried 6-1 Yes: Christina Fugazi, Michael Blower, Michele Padilla, Mariela Ponce, Jason Lee, and Brando Villapudua.
