The Lebanon Internet Governance Forum highlighted the wide gap between official ambitions around artificial intelligence and a legislative reality that lacks the most basic safeguards for privacy and the right to access information.
During a session organized by SMEX under the CADE coalition, speakers stressed the need to move from shallow civil society participation to a genuine, institutional partnership in shaping digital policy, one that entrenches transparency and accountability and protects fundamental rights.
These discussions took place as part of the forum’s annual events, held on October 6 and 7 under the title “Digital Resilience, Trust, and Sustainable Innovation for Lebanon’s Recovery,” hosted by the Lebanese University’s Central Administration in Beirut.

Lebanon’s National AI Strategy 2032 adopts a clear separation between policymaking, implementation, regulation, and oversight.
But whether the strategy can be implemented still depends on defining responsibilities, priorities, resources, and timelines, and on building the necessary legal and institutional foundations before implementation begins.
There’s an added paradox here: the draft law establishing a Ministry of Technology and Artificial Intelligence, currently presented before the joint parliamentary committees, brings several of these roles back together under one ministerial structure, contrary to the logic of separation the strategy adopts.

Hundreds of organizations condemn the conviction of Lina Attalah, editor-in-chief of @madamasr, and the court’s order to shut down one of Egypt’s last independent newsrooms.
It started in late September, when six journalists from the fact-checking platform @matsadaash were arrested. Some told prosecutors they were tortured and forced to record fabricated “confessions.”
Mada Masr joined other outlets to set up a solidarity newsroom so the story wouldn’t go untold. Shortly after, Lina was interrogated and sent to trial.
This week, a court in New Cairo convicted her of managing an unlicensed website and gave her the maximum penalty, a 3 million EGP fine, the closure of Mada Masr’s website, and the confiscation of its devices and equipment. She was taken into custody at the courthouse and released after 7 hours. Only then did she learn about a 2024 sentence against her, issued in her absence.
This matters because licensing rules are being used to criminalize journalism, and when one of the last independent newsrooms can be shut down for it, every newsroom gets the message.
SMEX, along other organizations, call on the Egyptian authorities to let independent outlets operate freely, end the intimidation of journalists and the Egyptian Journalists Syndicate, and release the 25 journalists in custody, immediately and unconditionally.

15 minute walk. 3 tables. 30 seats. Endless conversation.
On 28 October at 14:00, SMEX is opening a space for the digital rights community, especially those who represent the Arab-speaking region. It’s interactive, it’s small, and it’s a short walk from MozFest.
Join us and meet the people behind SMEX at SCE la Lira de Sant Andreu, 15 minutes’ walk from the MozFest venue, on 28 October, at 14:00 by @smexorg

Most of the technologies we use in the WANA region are developed elsewhere. They overlook the complexities of the Arabic language, ignore our geo-political conditions, and often put us at risk of surveillance and censorship.
So what would it mean to build technologies by and for our communities?
At MozFest, SMEX is hosting “Tech Sovereignty in the WANA Region: Reimagining Our Realities.” Using examples from the wider WANA region, we’ll talk about Arabic AI models, open-source tools for digital rights work, and tech that strengthens emergency response and public services in times of crisis and political instability.
We’ll also share Bread&Net experiments, including a hackathon to develop secure, privacy-preserving, open-source tools for ministries, municipalities, and community responders in Lebanon during emergencies and post-war recovery. What is tech sovereignty? Where does your country stand? What stands in the way?
