Himachal Pradesh is entering a phase of serious financial stress. A key central support called the Revenue Deficit Grant is being phased out, while the state’s costs and disaster losses are rising. India’s fiscal system is highly centralised. Most big taxes are collected by the Union government, so hill states like Himachal depend heavily on funds that flow from the Centre. With GST, states lost many of their own taxes and moved to a shared, destination‑based system. That made smaller, less industrial states more reliant on central transfers and grants. The Finance Commission decides how much of central taxes each state gets. Himachal’s share has inched up only slightly, but its structural costs remain much higher because of mountains, scattered populations and large forest areas. Revenue Deficit Grants were created to bridge this gap and made up a significant chunk of Himachal’s budget. As these grants are reduced or withdrawn, the state is staring at a large revenue shortfall and warnings of a potential fiscal crisis. At the same time, repeated disasters have caused heavy damage, and relief packages announced for Himachal have been slow to fully reach the state. Together, centralisation, GST, high costs and shrinking grants are pushing Himachal’s finances into distress — raising tough questions about how India’s fiscal system treats hill states. #HimachalPradesh #IndianEconomy #federalism #GST #financecommission
