PENGASSAN Demands FG Sell 51% Stake in NNPCL Plants | Ask Nigeria Breaking News! View exclusively on social media, join us for accurate and up-to-date information on the current events shaping Nigeria. NG
The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has reignited the privatisation debate, urging the Federal Government to sell at least 51 per cent equity in Nigeria’s state-owned refineries to core investors. Speaking on Channels TV, PENGASSAN President Festus Osifo said the current government-controlled structure has crippled efficiency and profitability for over two decades.
Osifo advocated adopting the successful model of Nigeria LNG Limited, where private oil majors hold majority shares while government retains a minority stake. He insisted that genuine refiners—not political allies or portfolio investors—should acquire the stakes to depoliticise management and drive commercial viability.
While backing the reform direction of Nigerian National Petroleum Company Limited, PENGASSAN cautioned against a total sell-off, stressing the need for government to maintain minority ownership to safeguard energy security.
The call comes amid renewed scrutiny of Nigeria’s ailing refineries and follows praise by NNPCL’s leadership for the privately owned Dangote Petroleum Refinery, in which NNPCL holds a seven per cent stake.
The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has rejected an executive order issued by President Bola Ahmed Tinubu on oil revenue.
The union described the order as a dangerous move that could weaken the Petroleum Industry Act (PIA) and reduce investors’ confidence in Nigeria’s oil and gas sector.
Speaking at a press conference, PENGASSAN President, Festus Osifo, called on the President to immediately withdraw the order. He warned that the directive could send the wrong message to both local and foreign investors.
Osifo argued that an executive order cannot override a law already passed by the National Assembly. He insisted that the President’s directive goes against key provisions of the Petroleum Industry Act.

Most Nigerians Misunderstand The Federation Account; It Belongs To All Tiers Of Government
There is a widespread misconception about the federation account; it is a collective revenue pool for all three tiers of government, not a fund controlled solely by the federal government. When revenue enters the federation account, it is automatically subject to constitutional distribution across the three tiers of government, not retained exclusively by the centre.
