With reference to the Padma Awards in India, consider the following statements:
1) The Padma Awards Committee, which recommends the names for the awards, is headed by the Home Secretary of India.
2) According to the 1996 Supreme Court judgment in Balaji Raghavan v. Union of India, these awards do not amount to 'titles' under Article 18(1) of the Constitution.
3) Government servants, including those working with PSUs, are eligible for these awards only after their retirement.
4) There is a mandatory gap of at least five years between the conferment of a lower Padma award and a higher one, with no exceptions.
