Economist Paul Romer popularized the idea: build a new city with its own governance rules — streamlined regulations, strong property rights, efficient courts, and business-friendly policies — to attract investment and create opportunity.
Now consider California. Housing prices have skyrocketed, and investors often buy up homes faster than families can.
So here’s a provocative question: What if California opened underused state land for large-scale, charter-style development?
New communities with flexible zoning, faster permitting, and modern infrastructure could dramatically expand housing supply while encouraging private investment.
The idea echoes an older American principle. Thomas Jefferson believed that widespread land ownership was the foundation of liberty. In 1785 he wrote: “Cultivators of the earth are the most valuable citizens… the most independent, the most virtuous.”
