Around the World, There is Almost No Fully Privatised National Oil and Gas Company - Adeyoriju
The shares of the NNPC today are owned 50% by the Ministry of Finance and the Ministry of Petroleum Resources on behalf of the federal government. If we leave it to the private sector, we will have a bigger challenge.

With conflict in the Middle East threatening oil flows through the Strait of Hormuz, causing price spikes, stakeholders in Nigeria’s oil and gas sector are hailing the Dangote refinery as a lifesaver. The facility’s growing share of domestic petrol supply is cutting costly imports and lowering vulnerability to global price swings and supply shocks.

The federal, state, and local governments may receive additional revenue allocations of about N14.57tn following the recent Executive Order signed by President Bola Tinubu, directing that royalty oil, tax oil, profit oil, profit gas, and other revenues due to the Federation under production sharing, profit sharing, and risk service contracts be paid directly into the Federation Account
This is based on an analysis of revenue inflows in 2025, drawing on monthly earnings submitted to the Federation Account Allocation Committee and obtained by our correspondent in Abuja on Thursday.
Based on estimates from 2025 remittances to the Federation Allocation Accounts Committee, the Nigerian National Petroleum Company is projected remit about N906.91bn in management fees and frontier exploration funds, while oil and gas royalties totalling N7.55tn and gas flaring penalties of N611.42bn collected by the Nigerian Upstream Petroleum Regulatory Commission will now be remitted directly to the Federation Account.
The Nigeria Revenue Service will also lose the authority to collect Petroleum Profits Tax and Hydrocarbon Tax, which generated N4.905tn in 2025, while the Midstream and Downstream Gas Infrastructure Fund recorded N596.61bn in the same period, bringing the total affected revenue streams to about N14.57tn.
Nigeria’s House of Representatives Committee on Local Content has launched an investigative hearing into the activities of Pre-Shipment Inspection Agents (PIAs) over concerns about crude oil export monitoring and revenue accountability.
Lawmakers expressed strong disappointment after only 8 out of 21 invited inspection agents attended the first hearing session, describing the poor turnout as unacceptable and warning that stricter measures could follow.

The Federal Government has introduced new measures to strengthen oversight of Nigeria’s oil revenues following the first meeting of the Implementation Committee on Executive Order 9 signed by Bola Ahmed Tinubu.
Under the new directive, NNPC Limited will no longer deduct 30% management fees and 30% frontier exploration funds from profit oil and gas under Production Sharing Contracts. Gas flare penalty remittances to the Midstream and Downstream Gas Infrastructure Fund have also been halted.
Oil contractors are now required to pay profit oil, royalty oil, and tax oil directly into the Federation Account, with a transition period to honour existing agreements. A technical subcommittee has been set up to guide the transition and review the Petroleum Industry Act to improve revenue transparency and efficiency.
The committee, led by Minister of Finance Wale Edun, said the reforms are aimed at ensuring greater national benefits from Nigeria’s petroleum resources.

Today’s video provides guidance on the proper approach to situations like this.
There have been several reports about government control of oil assets in the Niger Delta. By law, the government has the authority to regulate the refining process to ensure proper usage and management of oil and other mineral resources that require formal mining procedures.
In cases involving the discovery of a dead body, the appropriate step is to report immediately to the nearest police station so a proper investigation can be carried out by the authorities.
We hope you’ve learned something valuable from today’s discussion.

As Others take their natural resources 100% for themselves, equity demands that we, the Niger Delta people, should also take our oil and gas 100% for ourselves.
.. Chief Dr. Ominimini Obiuwevbi
In essence, the Executive Order wasn’t only about restricting the deduction of 30% management fee by NNPC. It had other components as discussed in the video. This is a structural shift — not headline noise.
