As a professor, I taught law students how to interpret the “rule of law.” I describe it as what happens when the most argumentative people on the planet argue for centuries. What's left standing is where there is no argument on the other side. The rule of law is nonpartisan and fundamental. But as Secretary Jeh Johnson said in a recent conversation at the @FordFoundation, American democracy isn’t just literal adherence to the Constitution, it also requires interpreting its spirit.
