Whitney Chinonye Ernest, alias WCE, is Nigerian-born, raised in Ghana, and shaped by travel across the continent and research. This positionality grounds her work in Africa’s storytelling traditions while also opening it to a wider global discourse. Her practice visualises data through art in an effort to amplify and archive the critical stories of cultural contributors and the larger structural forces shaping Africa today. As a form of visual archiving, her practice is rooted in a methodology of preservation that insists on treating art as a pathway to knowledge. It invites curious minds to complex conversations.

Currently in Angola, I’m deepening my “artchival” methodology using the country’s oil economy as a case study in memory, power, and extractive history. At the same time, images of the impressive Dangote Refinery in Nigeria have been flooding my feed. Each new detail about @aliko_dangotegcon’s vision takes me back to this 2023 piece: Crucibles - An Art-chive.

At the time, I was nearing graduation. A new collector asked me to archive what I believed to be Africa’s grand challenges and grand opportunities; no brief, no limits. I turned to what I saw as our core capitals: human, cultural, and natural. The result was a piece that quietly juxtaposes our leaders, our celebrated intellectual exports, delayed government projects, and the dreams of visionaries like Dangote- all framed alongside the continent’s rich (and contested) resource base.

A portrait of paradox.

Embedded within the work are three references that anchor my thinking:

》Marcus Garvey’s call: “None but ourselves can free our minds.”

》Chimamanda Ngozi Adichie’s iconic warning: “The danger of a single story.”

》And more subtly, the title itself, " Crucibles ", drawing on theory that adversity refines us, both individually and collectively.

Witnessing Democracy is a series of three data artworks by Whitney Chinonye Ernest (WCE, @wcedoesart). After its installation at the Ghana Youth Policy Dialogue Forum, the exhibition travelled to the Sierra Leone Youth Policy Dialogue Forum, convened by AU-ECOSOCC and Reform Initiatives in partnership with UNDP and local partners.

| Further Context:

Democracy needs to be seen, felt and understood by the people it serves. For that to happen, the substance of democratic governance must travel beyond the institutions that produce it.

Witnessing Democracy was commissioned by AU-ECOSOCC and Reform Initiatives under their two-year project, “Reimagining a Just and Resilient Democracy in Africa.” The installation traces democracy’s upward battle in Africa, drawing on the optimism of the Pan-African vision and the African Charter on Democracy, Elections and Governance (ACDEG). The Charter is one of the most ambitious governance instruments in the world, yet it remains largely unknown to the populations it seeks to serve.

The three data paintings take the arms of government as their entry point: the Executive, the Judiciary and the Legislature. Each invites citizens to discover new perspectives on our history and our potential. Together, they form a visual reading of the ethos of ACDEG, designed to travel across regions and contexts. by @wcedoesart

📍🇸🇱 FREETOWN, SIERRA LEONE: What does the story of democracy look like when data becomes art?

The first session of the Sierra Leone Students Assembly explored this question through Witnessing Democracy, a data art presentation by @wcedoesart, data artist and Founder of WCE Studio.

Inspired by the African Charter on Democracy, Elections and Governance (ACDEG), the presentation transformed complex democratic histories into visual patterns, offering students a fresh perspective on how governance has evolved across Africa.

Representing 55 African countries through lines, the series traces different political experiences, from military rule and one-party systems to multiparty democracy, civil conflict and unconstitutional changes of government. Each pattern offers a starting point for examining the challenges, turning points and signs of resilience that shape democratic life across the continent.

For students considering their own role in shaping governance, the presentation opened up a different way of thinking about democracy: not simply as elections or political institutions, but as an evolving process shaped by history, accountability and citizens’ participation.

Through Witnessing Democracy, art and data came together to make democratic principles more tangible and encourage a closer look at the realities behind Africa’s governance journeys.

ACCRA-GH > Can art help us imagine Africa's future differently?

At the Ghana Youth–Policy Dialogue Forum, Whitney Chinonye Ernest, data artist, explored this question through the "Witnessing Democracy" inaugural #dataart installation, commissioned by the AU-ECOSOCC with Reform Initiatives. Her presentation demonstrates how visual storytelling can make complex #governance information more accessible.

As WCE explained, “Data doesn't have to be numerical,” emphasizing that information can be communicated through patterns, creative expression, not only through statistics and conventional research.

Through Witnessing Democracy, the data artist invited participants to explore #Africa's democratic journey from independence to 2026. Using an artwork featuring 55 lines representing Africa's 55 countries, WCE illustrated the continent's different political experiences, including military rule, one-party systems, civil wars, multiparty governance and unconstitutional changes of government.

The interactive presentation encouraged participants to interpret the visual patterns and reflect on what Africa's democratic history tells us about the possibilities for its future.

Using #Botswana as an example of sustained multiparty governance, Whitney challenged participants to look beyond familiar narratives of political instability and recognize positive democratic experiences across the continent. She reminded participants of the importance of understanding what has already been possible in Africa when imagining what shape its democratic future could take.

The discussion also explored the role of creative expression in widening public participation. Responding to questions about objectivity and artistic interpretation, Whitney explained that art creates space for “opinion,” “uncertainty” and “interpretation,” enabling people to engage with complex governance questions through curiosity and conversation.

She emphasized the importance of “democratizing knowledge” by finding ways to communicate information beyond traditional technical formats and reach people who might not ordinarily participate in discussions about democracy.

From the roundtable to the streets of Accra, Day 2 of the Creative Democracy Lab Roundtable moved the conversation from ideas to action, exploring how creative practice can make democratic participation more accessible, engaging and relevant to everyday life.

Through discussions on creative approaches to democracy, public engagement and institutional partnerships, participants considered what it would take to bring these ideas to life. The evening took things a step further, with three public events conceived and curated by the creatives themselves, using art, satire, painting and conversation to explore citizenship, collective responsibility and the society we want to build.

The question was no longer just what creativity can contribute to democracy, but how we put that potential into practice.

WCEHosts founder @wcedoesart, Whitney Chinonye Ernest joined JoyNews to talk democracy and why creative sectors need a seat at the table.

She shared how, alongside the African Union @au_ecosocc and Reform Initiatives @reforminitiatives, @wcehosts pioneered the Creative Democracy Roundtable, mobilizing creatives to use their mediums to make multilateralism accessible to everyday people.

Her point: insecurity isn’t just a Sahel, Sudan, or Ukraine problem anymore. It belongs to all of us. And creative sectors, media, arts, culture, aren’t just there to report on it. They’re translators of complex negotiations, spaces for informed debate, and sources of insight through artistic research.

Her call to action: include creative and media organizations as real partners in policy conversations, not just observers, so their networks can help amplify solutions across borders. by @wcedoesart

AU-ECOSOCC @au_ecosocc , Reform Initiatives @reforminitiatives and WCE Studio ( @wcehosts ) have come together to deliver the ‘Creative Democracy Lab Roundtable’ as part of a broader continental effort to rethink how Africans engage with democracy and governance processes. On behalf AU-ECOSOCC and Reform Initiatives, @wcedoesart curated this inaugural event in Accra, Ghana within ‘Reimagining a Just and Resilient Democracy’, a 2-year project funded by the Open Society Foundations .

The Creative Democracy Lab Roundtable was curated to equally action a key sentiment shared by youth and civil society actors at the Luanda Forum, convened in the margins of the 7th AU-EU Summit 2025. Representatives issued a Joint Declaration- and under the theme of Multilateralism, WCE Studio drafted and lobbied for Recommendation 4 which reads:
“Leverage creative and media partnerships by engaging the media, arts, and cultural sectors to democratise knowledge and enhance public participation…”

ECOSOCC’s own proposal to reimagine a just and resilient democracy in Africa recognises this. Through this action-oriented roundtable, the creative delegates remembered the instrumental role creatives play in development. Just as critical, they will be challenged to interrogate their individual practices in search for what their own role in ‘Reimagining a Just and Resilient Democracy in Africa’ could be. The program takes a step past dialogue, as imagination is realised through experimentation. In real time, creatives were able to test how we can truly leverage our practices in building a hopeful narrative around democracy.

More to come! by @wcedoesart

Day 1, in motion. 🎥

The Creative Democracy Lab Roundtable brought together 15 creatives from 10 African countries and 3 facilitators in Accra to explore how creative practice can help reimagine a just and resilient democracy in Africa.

The opening sessions with Amb. William Carew, Makmid Kamara, and Whitney Chinonye Ernest set the tone for the two-day convening. Peter Obeng-Tweneboah delivered the first presentation, 'a Case-Study Analysis of Akosua Cartoons', which offered a perspective on the role of creativity in democratic life.

In this reel, Amb. William, Makmid and Peter revisit some of the ideas they shared during their sessions, from expanding the spaces where democracy happens, to moving beyond familiar approaches and recognising creative practice as a tool for political education, public conversation and active citizenship.

So… what happens after the roundtable?

Day 2 of the Creative Democracy Lab Roundtable was less about sitting with big questions and more about figuring out what we actually do with them.

The conversation moved through real examples of how art, culture and creative practice have shaped democratic participation, accountability and public debate across Africa, before turning to the bigger question: how can institutions do a better job of working with creatives?

A few ideas stood out:

🎨 Creatives are not just messengers. They can help shape the questions, narratives and spaces where democratic conversations happen.

📱 The public sphere has changed. Social media and creative platforms are already influencing public opinion, policy conversations and how citizens organise.

🏛️ Institutions need to meet people where they are. If citizens are having political conversations through music, film, comedy, art, podcasts and digital spaces, democratic engagement needs to reach those spaces too.

🤝 Partnerships need to go beyond commissioning. Creatives need to be engaged earlier, given room to experiment and treated as substantive partners rather than brought in simply to package a message.

And then came the question that matters most:

What happens after this convening? The answer cannot be another report that sits on a shelf.

The challenge now is to test the ideas, build new partnerships, take creative approaches into public spaces and keep the conversation moving.

Because if we are serious about reimagining democracy, we need to move from talking about what is possible to experimenting it.

Memory. History. Creativity. Democracy.

At the Creative Democracy Lab Roundtable, Whitney Chinonye Ernest, Curator of the Lab and Founder of WCE Studio, led a discursive session exploring how creative practice can shape the ways societies remember, understand and engage with public life.

Following the welcome remarks, participants began with a lively speed-networking exercise, spending a minute getting to know one another before Whitney grounded the room in the thinking behind the convening.

She reflected on Recommendation 4 of the 2025 AU-EU CSO Youth Forum Joint Declaration, which she developed and advocated for: “Protect and Leverage Creative Mechanisms to Democratize Engagement.”

Whitney thanked @au_ecosocc and @reforminitiatives for helping bring that recommendation to life through the convening.

The conversation then turned to memory, history and power. Participants shared a non-fictional memory that grounds them before watching John Akomfrah’s Why History Matters.

One line from the film stayed with the room:

“Amnesia is a constant sea. We swim in it all the time.”

For Whitney, creative practice can provide the “ballast of the non-fictive” needed to counter that forgetfulness, helping us remember, question and imagine differently.

Welcoming participants, @makmidkamara, Founder and Director of @reforminitiatives, reflected on why it is timely to place creatives at the centre of conversations about reimagining democracy in Africa.

He challenged civil society to look critically at the approaches we have relied on for years, often doing the same things and expecting different results.

For Makmid, bringing creatives into the conversation offers an opportunity to disrupt those patterns, experiment with new approaches and reach people in ways that conventional civic engagement often does not.

As Africa considers what a more just, resilient and participatory democracy can look like, creativity cannot remain at the margins of the conversation. It has to be part of how we imagine and build what comes next.
