Federal science agencies are still not spending the funds provided to them by Congress fast enough. NIH has awarded half as many new grants so far this fiscal year as compared to the historical average.

The slow spend rate is causing major disruptions in medical research. Without NIH grants, researchers trying to develop new treatments and cures for patients are being forced to cut lab spending; pause hiring; or lay off students, staff, or trainees.
