On April 17, 2025, HIV/AIDS activists staged a poignant protest outside the U.S. State Department in Washington, D.C., to denounce severe funding cuts to the President’s Emergency Plan for AIDS Relief (PEPFAR). Led by veteran activist Peter Staley, the demonstrators placed 206 black styrofoam coffins—each symbolizing 100,000 patients dependent on PEPFAR—at the department’s entrance, highlighting the potential human cost of the funding halt.

The protest was a response to the Trump-Vance administration’s decision to freeze nearly all U.S. foreign aid spending, including PEPFAR, in January 2025. Although a limited waiver was granted in February to resume “urgent life-saving HIV treatment services,” activists argue that the waiver has been ineffective due to the dismantling of the U.S. Agency for International Development (USAID) and the firing of key personnel.

According to data from the HIV Modelling Consortium, over 40,000 people, including 4,000 children, have died due to disrupted treatment access since January 2025. A Lancet study predicts up to 500,000 child deaths in sub-Saharan Africa over five years if funding isn’t restored.

Activists are calling for the immediate reinstatement of PEPFAR’s full funding and infrastructure, emphasizing the program’s bipartisan legacy and life-saving impact. Emotional testimonies during the protest highlighted the disproportionate impact on vulnerable children and communities dependent on antiretroviral treatment.

The demonstration served as a stark reminder of the human consequences of policy decisions and underscored the urgency of restoring essential global health programs.

🕊️✨ “Even in death, we march. Even in grief, we dance.”
In the heart of Paris, they turned mourning into movement.
A funeral. A protest. A celebration of life.
Every step, a heartbeat. Every beat, a refusal to be forgotten.
This is what resistance looks like. This is what love sounds like at 120 BPM.
