Dear academic community,

We have taken note of the Government’s proposal to unfreeze the amount of tuition fees for the year 2027 in the context of the State Budget proposal.

We are categorically against this unfreezing and its subsequent increase. It is irrelevant the argument that the increased amount is "almost zero" or "only a few euros", as regards the Bachelor degree. The problem here is the principle that is being violated, it is the breaking of a structural principle and the setback in universal access to higher education.

The tuition cannot be considered in isolation, it is a real added burden at all costs that is studying in higher education in Portugal, whether with the unaffordable values of housing, such as the costs for school supplies and/or transportation. Any increase in the bribe burdens those who daily strive to stay in Higher Education.

Especially with regard to Master’s degrees, this unfreezing is even more serious, leaving a greater margin for increases by higher education institutions.

We recognize the chronic underfunding that affects Higher Education Institutions in Portugal, but we refuse that they depend on the tuition's value to survive. Students are not obliged to finance Higher Education, this is a function of the State, which once again takes itself away from its obligations.

Unfreezing the tuition is setting a dangerous precedent for successive increases in the future and increasingly distances Higher Education from the social elevator it was designed to be.
