Will the glass ceiling ever break?

Despite decades of progress, women remain underrepresented in positions of power across politics, business, academia, and beyond. Is the glass ceiling cracking, or has it simply become harder to see?

In this new edition of Agorà, our writers explore the barriers, breakthroughs, and unanswered questions surrounding gender and leadership across different countries and cultures. Through diverse perspectives, they examine what still stands in the way of true equality—and what it will take to move forward.

In every country shown, pension expenditure represents a larger share of GDP than education spending. The gap is widest in Italy, where pension spending is almost four times higher, while Sweden shows the most balanced allocation.
The underlying problem is Europe’s ageing population: fewer workers are supporting a growing number of retirees. As pension costs rise, governments face increasing pressure to protect older citizens without reducing investment in schools, universities and the younger generations needed for future economic growth. by @agora.international

Almost 630,000 young Italians left the country between 2011 and 2024, many of them graduates. Nicolò Paganelli traces the exodus back to a pension system that keeps labour expensive and asks the young to fund a welfare state while offering them weak wages and poor prospects. Looking to Norway, he argues that reform could ease the burden without dismantling the safety net.

Fertility across the OECD has fallen well below replacement level, threatening long-term economic growth and pension sustainability, yet higher public spending on families does not reliably reverse the trend.

France is the exception: high spending, relatively higher fertility. Poland spends more than the OECD average yet records very low fertility, as do Italy and South Korea despite very different spending levels.

Housing costs, job insecurity and gender equality gaps shape decisions more than cash transfers alone.
