Barnardos Budget 2027 Reaction: Government fails to take sufficient measures to reduce child poverty.

Barnardos children’s charity is disappointed to see little done to support lower income and vulnerable families in Budget 2027. In the run up to Budget 2027 Taoiseach Micheál Martin stressed he wanted to provide all children with the opportunity to reach their potential and enjoy childhood, claiming child poverty and deprivation would be a priority issue for his Government and Budget 2027, and only a few months ago the Minister for Social Protection published new ambitious child poverty targets for 2030.

🔔Budget 2027 must lift more children out of poverty and deprivation and provide them with a better opportunity to have a stable, predictable and nurturing family life.

This requires 👇

👶Targeted income supports for children most at risk of poverty.

🪙Increase funding for Tusla and voluntary and community sector organisations to ensure earlier access to services for families that need support.

💚Providing Barnardos with an additional €1.4 million to sustain existing direct services.

In 2025, Barnardos worked with more than 34,000 children, parents and adults through our targeted and early intervention services.

🚨The continued record numbers of children living in emergency accommodation has grown to 5,830 - 𝗮 𝟯％ 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗲 𝗶𝗻 𝗷𝘂𝘀𝘁 𝗼𝗻𝗲 𝗺𝗼𝗻𝘁𝗵．

From our work with families in this situation, we know this is hugely damaging to children's immediate childhoods and future wellbeing and opportunities.

⬆️More children are being pulled into living in emergency accommodation each month

⌚The length of time children spend there is getting longer on average

🧑‍🧒Some groups are at a considerable risk, like one-parent families

We eagerly await the long overdue publication of the Government's Child and Family Homelessness Action Plan. If it is the case that the Government is seeking more time to secure the necessary funding to resource the action plan then there is a cause for concern.

As one of the most pressing social issues in Ireland, there is a call to prioritise this plan as a matter of urgency, for the nearly six thousand children living in emergency accommodation, some for their second or third year.

Barnardos Annual Report 2025 shows:

Barnardos works with families who are affected by traumatic life situations, offering a range of professional early intervention; specialist services; and practical and emotional support in 56 Barnardos centres, family homes, schools and communities nationwide.

Barnardos welcomes the new proposal for the EU kids act.

In particular:

👉🏻We welcome the greater responsibility placed on platforms rather than on children and parents around protecting children and keeping them safe from harm.

👉🏻Increased emphasis on platform responsibility and “safe by design” requirements.

👉🏻 Extends beyond traditional social media to include AI services, gaming and other online environments.

👉🏻Creates a graduated, age-based framework rather than a single blanket age restriction.

However, concerns remain. The proposal appears to rely on significant parental involvement/management for children aged 13-15, which will require additional supports to remain available for parents. It remains to be seen how will age verification work in practice and ensure children’s privacy is protected. by @barnardos_irl
