This is part of the reason the mayor and superintendent cannot see eye to eye, why it seems Hartford ALWAYS needs a bailout and why most cities in CT don’t have enough resources.Hartford would be happy to pay back all “bailouts” in exchange for a full retroactive payment on PILOT funds.@ctdems can fix this problem now if they want. But a lot of nonprofits might go out of business after the problems in the city are fixed. by @blm860_
