INDUSTRY LEAD DIALOGUE #4: Smart Industry & Dual-Use TechnologiesUkraine’s industrial sector is undergoing one of the fastest transformations in Europe, and this dialogue showed why. Moderator Bogdan Ponomar, CEO of AI House, set the tone: Ukraine’s tech talent has turned into one of the world’s most dynamic R&D hubs for dual-use innovation, with thousands of engineers rapidly shifting from civilian applications to drones, sensors, and situational-awareness systems. The challenge now is scaling this innovation across Europe’s markets and procurement systems turning breakthroughs into industrial strength.Alex Kugajevsky, NATO Innovation Fund, outlined how frontline innovation is reshaping global defense. He emphasized that dual-use deep-tech is now central to modern warfare and strategic resilience, with NATO accelerating adoption cycles, supporting new ecosystems, and investing in technologies that bridge civilian and defense needs.Dr. Adrian Mahlkow, Managing Director at OpTecBB, showed how Europe’s photonics and optical-tech ecosystem directly powers dual-use transformation. From infrared sensing to high-precision laser systems capable of neutralising drones, he highlighted how cross-border collaboration with Ukraine including the creation of the Ukrainian Photonics Cluster strengthens supply-chain resilience and fast-tracks innovation.Alex Ulanovych, Partner at Amrop Ukraine, brought the conversation back to people and governance. He described how Ukraine’s “new defense industry” grew from a volunteer movement into a decentralized network of thousands of companies led by young founders.
