At #ICII2026, Governor Soraya M. Hakuziyaremye delivered her opening remarks as the Guest of Honor, highlighting the importance of extending meaningful insurance protection to underserved populations while ensuring solutions remain viable and scalable.

She noted that, « This year’s theme, “𝐀𝐜𝐜𝐞𝐥𝐞𝐫𝐚𝐭𝐢𝐧𝐠 𝐆𝐫𝐨𝐰𝐭𝐡 𝐚𝐧𝐝 𝐄𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐕𝐢𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐢𝐧 𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐈𝐧𝐬𝐮𝐫𝐚𝐧𝐜𝐞 𝐟𝐨𝐫 𝐄𝐦𝐞𝐫𝐠𝐢𝐧𝐠 𝐌𝐚𝐫𝐤𝐞𝐭𝐬,” speaks directly to one of the most pressing challenges facing our financial systems: How to extend meaningful insurance protection to underserved populations while ensuring that the solutions we develop are commercially sustainable and capable of reaching scale. Achieving this requires coordinated action, with regulators advancing reforms that foster innovation and protect consumers, insurers and reinsurers developing viable business models and exploring new markets, technology companies scaling impactful solutions, investors and development partners mobilizing capital and helping de-risk investment in inclusive insurance. »
