“Africa’s progress will not be won in conference halls alone. It will be won in the hard, unglamorous work of turning ideas into institutions, diagnoses into delivery, and words into action.”

In his virtual welcome remarks at the opening of the Development Festival (#DevFest26), organised by Nextier and hosted at the CoSPAL Secretariat on 13 October 2026, the Secretary-General of CoSPAL, Amb. ’Dapo Oyewole, called on development practitioners from across Nigeria, Africa and beyond to bridge the gap between policy formulation and implementation.

He emphasised the role of legislatures in driving lasting reform, noting: “Parliaments are not just chambers of debate; they are engine rooms of reform. They are the institutions that turn policy into law and law into lived reality for our people… When legislatures lead, reforms last.”

As a partner of Nextier DevFest 26, CoSPAL applauds Mr Patrick Okigbo and his team for convening the Festival and fostering meaningful dialogue on Africa’s development priorities.

DevFest’s call to move from conversation to action reflects CoSPAL’s commitment to strengthening legislative leadership, advancing parliamentary cooperation and translating commitments into tangible outcomes that will bolster inclusive development Africa.

Empowering Africa’s Next Generation of Digital Leaders and Innovators

On Thursday, 8 October 2026, the Deputy Chief of Staff of CoSPAL, Ms Solape Sonuga represented the Secretary-General, Amb. ’Dapo Oyewole, at the second edition of the Vision 2035 AI-athon Project: Digital Leadership Workshop and Speech Contest (DILS), held at the National Institute for Legislative and Democratic Studies (NILDS), Abuja.

Organised by the Young Communicators Initiative (TYCI), the forum brought together emerging leaders to explore the responsible use of artificial intelligence, technology and public communication in advancing governance and development across Africa.

As technology continues to reshape societies and institutions, equipping young people with the knowledge and skills to engage responsibly with these tools is essential to building a more innovative, inclusive and digitally empowered Africa.

Investing in young people’s digital capacity today is an investment in Africa’s democratic and developmental future. by @ng_youthfund

“A parliament that forgets its history, forfeits its future.”

Earlier on Monday, our Secretary-General, Amb. ’Dapo Oyewole, delivered the opening remarks at the Opening Ceremony of National Assembly Library Week, under the leadership of Rt. Hon. Henry Nwawuba, Executive Secretary, National Assembly Library Trust Fund (NALTF).

In his remarks, he commended the leadership of the Executive Secretary, Rt. Hon. Henry Nwawuba, and his team at the National Assembly Library Trust Fund for their remarkable work in preserving and promoting legislative knowledge and institutional memory.

He also reaffirmed CoSPAL’s belief in the importance of preserving legislative knowledge, sharing institutional experiences and ensuring that parliamentary leaders and practitioners can draw from the lessons of those who came before them.

He highlighted CoSPAL’s commitment to making legislative knowledge more accessible across Africa, including through our partnership with the National Assembly Library on the Africa Parliamentary Research & Knowledge Management Network (ARK-NET).

For CoSPAL, preserving institutional memory is not only about looking back; it is about equipping today’s and tomorrow’s parliamentary leaders with the knowledge to build stronger legislative institutions. by @ng_youthfund

Leadership is often measured by what we accomplish, but its greatest impact is seen in the people we build along the way.

We turned the tables on our Secretary-General, Amb. ‘Dapo Oyewole, to recognise the leader who continually invests in his team, challenges us to grow and inspires us to give our best in advancing CoSPAL’s mandate.

Day in and day out, he is the force behind the scenes, mentoring the team, stretching our capacity and raising the standard for how we deliver on our mandate. He ensures that those around him are equipped, heard and positioned to excel.

We therefore took a moment to pause, reflect and celebrate him.The most powerful line of the day captured it perfectly: “Seeing the man who sees everyone.”

To a visionary leader, mentor and advocate, we say thank you for shaping the people and culture that make the CoSPAL Secretariat what it is today.

Across Africa, parliamentary cooperation creates space for legislative leaders to exchange perspectives, share experiences and strengthen collective approaches to the challenges facing their countries.

On 7 September 2026, CoSPAL, led by our Secretary-General, Amb. ’Dapo Oyewole, facilitated a courtesy visit by a delegation from the National Assembly of Côte d’Ivoire to the Nigerian House of Representatives. They were warmly received by Hon. Prof. Julius Ihonvbere, Majority Leader, House of Representatives, Nigeria.

The engagement provided an opportunity for the Côte d’Ivoire delegation to gain insights into Nigeria’s legislative approaches to critical national priorities, including the State Police Bill and the Special Seats for Women Bill, with discussions highlighting the role of legislative leadership in strengthening security and advancing gender inclusion, amongst other areas of common interest.

Through parliamentary diplomacy and peer exchange, CoSPAL continues to connect African legislative leaders and create platforms for sharing experiences that can strengthen parliamentary institutions across the continent.
