India's Draft Prevention of Cruelty to Animals (Control and Supervision of Experiment, Breeding and Trading of Laboratory Animals) Rules, 2026, published in October 2026 by the DrugsControl Centre, overhauls the regulation of animal experiments with a shift toward a severity-based pain framework.

Key Provisions of the 2026 Draft Rules

Pain Level Framework: Shifts laboratory animal oversight and approvals based on categorized pain and severity levels (mild, moderate, and severe).
Institutional Self-Approval: Allows mild and moderate experiments to be approved directly at the institutional level (IAEC), while severe or non-recovery tests require central committee review.

Sourcing Changes: Permits the use of stray or feral animals of domestic species under specific health/environmental exemptions, drawing heavy criticism from animal welfare groups.

Public objections to India's Draft Prevention of Cruelty to Animals Rules, 2026 (G.S.R. 864(E)) can be emailed to the CCSEA at cpcsea-mef@gov.in by November 5, 2026.

Indore metro tree felling at Rani saray raised a serious question.
The felling of trees at the Rani Sarai premises near Regal Square in Indore has threatened a major, long-standing roosting site for thousands of wild parrots.

Key Details of the Issue

The Cause: Around 150 to 182 dense, old trees (some estimated to be roughly 50 years old) at Rani Sarai are being trimmed, cut, or transplanted to clear space for an underground Indore Metro station.

Impact on Wildlife: The large trees have served as a habitat and night-roosting area for thousands of parrots and other birds. As work and tree-cutting began, environmentalists reported that returning birds found their long-time nesting and roosting spots destroyed. by @cozforpaws
